FBI subpoena in Orange County IT case asks for contracts, records and communications

GOSHEN – The FBI subpoena served on the Orange County Attorney’s Office pertaining to the StarCIO contracts for part-time information technology calls for six specific documents or sets of documents.

A copy of the subpoena has been obtained by Mid-Hudson News.

StarCIO is the company that was awarded a $65,000 contract for part-time work over a limited period of time. It evolved into extensions over the course of 2023 totaling some $800,000.

The subpoena calls for:

  1. Contracts and drafts thereof;
  2. Records related  to communications with StarCIO, its agents or principals;
  3. All communications related to the authorization of the StarCIO contracts, including county authorization thresholds;
  4. Records related to the bidding/RFP process;
  5. Records related to payments including payment authorizations;
  6. Records related to communications with any potential competitor/replacement of StarCIO.

The subpoena makes no reference to allegations of favoritism in the choosing of StarCIO because the owner is the brother-in-law to Langdon Chapman, the county human resources commissioner or that Chapman exerted any influence in the hiring of StarCIO as an IT consultant.
