Buffalo mayor denies past knowledge of city contract with Mansouri

Mayor Byron Brown said Wednesday that he and members of his administration were unaware someone under federal indictment got a $175,000 city contract to help make improvements in two city parks.

“These contracts don’t come to me. They are handled in the Department of Public Works, which set up a selection committee that reviewed the companies that responded to an RFP,” Brown said during an afternoon press conference, referring to a request for proposals by El Team.

Hormoz Mansouri, who has been indicted on charges accusing him of misusing federal pandemic aid money, announced that his company is withdrawing from a project that it wasย awarded a $175,000 contract for by the City of Buffalo’s Department of Public Works, Parks and Streets.

The architecture, engineering, planning and construction services business is one of eight companies owned by Hormoz Mansouri, who is accused of misusing more than $3 million in pandemic relief funds, according to a 40-count federal indictment handed up in May 2022.

El Team responded to the RFP and was ultimately selected for a contract to improve Shoshone and Trinidad parks.
