Spring is here. And that means more motorcycles on the road. One question, recently examined by News10NBC in Rochester involves the noise made by motorcycles and some passenger vehicles.
Here’s the question: Are motorcycles exempt from noise laws, or are the police simply not enforcing them?
A law was enacted in 2021 by Governor Kathy Hochul, known as the SLEEP Act, or “Stop Loud and Excessive Exhaust Pollution.” This legislation targets excessively noisy mufflers and exhaust systems by increasing penalties for motorists and repair shops that illegally modify them.
Under the SLEEP Act, stricter regulations have been introduced for vehicle equipment, stipulating that engines, whether in cars or motorcycles, cannot exceed 90 decibels—a volume that can cause hearing damage.
The law applies to both drivers and auto shops, with auto repair shops facing the risk of losing their operating credentials if they knowingly install illegal equipment three or more times within an 18-month period.
The maximum fine for installing illegal equipment is $1,000.
