Elmira man held on $25,000 bail after stealing car in Horseheads

State police arrested an Elmira resident following a burglary investigation in the Southern Tier.

Richard Fernandez, 38, was charged with second-degree burglary and third-degree grand larceny following an investigation at the Achievement Center on Ridge Road.

Fernandez is accused of unlawfully entering the Horseheads establishment, taking a set of car keys, and stealing a 2019 Mitsubishi Outlander.

The vehicle was later recovered by authorities. He was held on $25,000 cash bail or $50,000 secured bond.
