Schumer talks revitalizing American manufacturing in Watkins Glen

Senate Majority Leader Chuck Schumer announced the introduction of the bipartisan ONSHORE Act in Watkins Glen, New York, on Tuesday.

Aimed at reviving American manufacturing in the Southern Tier and other parts of Upstate New York, the legislation would provide $100 million annually for five years in federal grants. These funds will be available to municipalities to prepare โ€œcritical supply chain sitesโ€ for leasing to new businesses. The Economic Development Administration would assist with site readiness, workforce development, and logistics, solving the longstanding problem of needing to prepare sites for investments even before attracting interested companies.

During his announcement, Schumer toured a production facility at the Schuyler County Business Park, which has three land parcels totaling 47 acres and direct rail access. The bill, co-sponsored by Democratic Arizona Senator Mark Kelly and Republican Ohio Senator J.D. Vance, targets the return of manufacturing jobs, including semiconductor computer chips and renewable energy sectors like solar and wind. Schumer expressed optimism about passing the bill before year-end, making the grant funds available in January.
