Access-A-Ride driver charged after elderly woman dies in Chinatown collision

The driver of an Access-A-Ride van who fatally struck an elderly woman in Chinatown Friday was charged with two misdemeanors, police said, after failing to yield as she crossed the street.

Ngan Yung, 88, was crossing Allen Street at Canal Street just before 11 a.m. when the Access-A-Ride driver turned right onto Allen, striking the woman, police said. She was taken to NYC Health and Hospitals/Bellevue where she was pronounced dead.

Access-A-Ride vehicles are owned by the MTA but operated by contractors. The service is designed to transport people with disabilities or medical issues โ€” which often includes the elderly โ€” who have difficulty using public transit.

Speaking to reporters at the scene Friday, New York City Transit President Richard Davey said the MTA was working with police.

“Obviously our thoughts and prayers go out to her family and her loved ones,” he said. “We will cooperate fully with this investigation.”

Police said the driver, Michael Broughton, remained at the scene and was charged with failure to yield and failure to use due care โ€” both misdemeanors.
