The city of Lackawanna has agreed to sell 4.7 acres of long-vacant industrial property on Alliance Drive to a demolition and environmental consulting firm and a concrete contractor.
The city will sell 3.4 acres of land to Empire Building Diagnostics and another 1.3 acres to It Fitz Concrete, for a total of $118,000, or $25,000 per acre.

The two subdivided parcels are located on the northern end of Alliance Drive, and have a history that dates back to the former Bethlehem Steel Lackawanna Plant that closed in the early 1980s.
“We’re excited that this next wave of economic development growth in Lackawanna involves companies that are already operating and thriving in our city,” said Lackawanna Mayor Annette Iafallo.
EBD, a family-run business that was formed in 1988, is expanding its operation in Lackawanna, after relocating from Depew in 2021, with 105 employees. The company bought and renovated a vacant industrial complex at 400 Ingham Ave., in Lackawanna’s First Ward, next to Alliance Drive. That’s just east of the Renaissance Commerce Park the Erie County is developing on part of the former Bethlehem Steel campus.
The company now wants to expand the new campus with a new corporate headquarters, along with at least one warehouse facility, so it can move the product lines of two subsidiaries, Hydro X USA and Paramount Roofing, to the expanded site. That project, estimated to cost $800,000 to $1.2…
