NYC will pay homeowners up to $395K to build extra dwelling in garage, basement to help ease housing crisis

STATEN ISLAND, N.Y. — New York City is putting anything on the table to help ease its housing crisis.

The city’s Department of Housing Preservation and Development this week announced it was launching a pilot program that would help homeowners add additional dwelling units to their existing properties.

The program — dubbed the “Plus One ADU” and part of a push by Mayor Eric Adams’ administration to find a solution to the housing crisis — provides up to $395,000 in funding through the Department of Housing Preservation and Development, and $2.6 million in grant funding from New York State Homes and Community Renewal to qualified homeowners to build “accessory dwelling units,” or ADUs, such as backyard cottages, garage studios, attached in-law suites, basement apartments, and attic space conversions.

“By paving the way for easier, more affordable accessory dwelling unit conversion, we are delivering a tangible win for families,” said Adams. “Whether it’s for seniors who need space for a caregiver, a multigenerational household who want separate living spaces, or young parents with a little one on the way, an ADU can offer the flexibility families need to make New York City work for them.”

City Councilwoman Kamillah M. Hanks (D-North Shore) said she was “cautiously optimistic” about the mayor’s plan.

“I look forward to collaborating with the mayor on ideas and solutions that both protect and enhance the prosperity of our unique Staten Island communities,” she added.

Each ADU would comply with existing zoning and building codes and other requirements to ensure they are safe, and fit within the existing neighborhood.

Fifteen working- and middle-class homeowners throughout the five boroughs will be chosen for the pilot program, according to the city. Applications are currently being accepted via the Department of Housing Preservation and Development website.
