ALBANY — Police are seeking help from the public to locate 29-year-old Okelly Yhap, a developmentally disabled city woman whose younger sister, Kathina Thomas, was murdered at age 10 in a stray-bullet shooting in 2008.
Yhap, who is hearing impaired, has a history of depression and has been off her medication, was last seen at 5:30 a.m. Sunday on Alexander Street, between Clinton and Elizabeth streets, city police and the woman’s family said.
Yhap is 5-foot-4 and weighs 120 pounds. She was last seen wearing a white vest and black pants with blue stripes, police said.Â

The missing woman’s 10-year-old sister was fatally shot on May 29, 2008 on First Street in West Hill by a bullet fired by then-15-year-old Jermayne Timmons, who was convicted of second-degree murder and sentenced to 15 years to life in prison. He was paroled in February.
