The Parkway Plaza Limited Partnership, owner of a former dry-cleaning establishment in Parkway Plaza on Eastern Boulevard, has completed an extensive environmental cleanup of the site, as reported to the New York State Department of Environmental Conservation (DEC).
This remediation effort was carried out under the state’s Brownfield Cleanup Program, supervised by the DEC Region 8 office located in Avon.
The owners have now submitted a final engineering report for the DEC’s review, signaling the conclusion of the cleanup phase.
The half-acre site, which presently accommodates a commercial laundry operation, underwent several remediation measures, including the excavation and disposal of around 21 cubic yards of contaminated soil, which was then replaced with clean fill and sealed with new asphalt.
Additionally, innovative in-place chemical oxidation technology was employed to treat volatile organic compounds found in the groundwater.
Apart from these measures, the development included the installation of a sub-slab depressurization system to prevent soil-vapor intrusion and maintaining a site cover comprising a building and asphalt to ensure ongoing site protection.
A comprehensive site management plan has been established for the long-term management of any residual contamination, in accordance with an environmental easement recorded to safeguard against future exposure to any remaining contamination at the site.
This plan encompasses institutional and engineering controls, monitoring, operational maintenance, and reporting requirements. Upon approval of the final engineering report by the DEC, a certificate of completion will be issued to the site owner, making the site available for development and use. This certification will also qualify the owner for tax credits to offset a portion of the cleanup costs.
