Deputies arrested a Fairport man for unlawful surveillance at the Eastview Commons shopping center last week.
According to a news release, Brian Witt, 24, was arrested after using his phone to take a photo of a woman under her skirt.
He was charged with a felony count of unlawful surveillance.
The charge will be answered at a later date.
