PUBLIC NOTICE: Comment session on Prattsburgh Wind facility planned for February 27 at Hatch Hose Fire Company

Prattsburgh Wind LLC, managed by Terra-Gen LLC’s VP Kevin Sheen, is developing a wind energy facility in New York’s Steuben County. This project aims to construct and operate a 147-megawatt wind energy facility across five towns: Prattsburgh, Avoca, Cohocton, Howard, and Wheeler. Key components include up to 36 wind turbines, collection lines, access roads, temporary and permanent structures for operations, and a new transmission line.

The New York State Office of Renewable Energy Siting (ORES) published draft permit conditions for the project on December 29, 2023, following the application submission on September 26. ORES staff asserts that the proposed facility, with its specific standards and conditions, complies with all relevant laws and regulations. They recommend overriding local laws deemed excessively burdensome in light of environmental benefits and state climate targets.

A public comment hearing is scheduled for February 27, 2024, at the Hatch Hose Fire Company in Atlanta, New York. Both oral and written comments are invited, with a filing deadline of March 1, 2024. Written comments can be posted on the Department of Public Service’s Document and Matter Management system.

Additionally, there’s an issues determination procedure for parties interested in the adjudicatory hearing. Petitions for party status and related briefs must be filed by March 5, 2024. Copies of all application materials and draft permit conditions are available for public inspection in various locations, including the ORES office and local libraries. The entire process adheres to Executive Law § 94-c and 19 NYCRR part 900.
