New legislation was introduced Thursday by New York state lawmakers, aiming to ensure that municipalities like New York City cannot transfer migrants to other communities within the state without prior notification and consent.
Co-drafted by Republican Sen. Jim Tedisco and Democratic Assemblymember Marianne Buttenschon, the “Migrant Home Rule Transfer Transparency Act” mandates a 30-day notice period for one municipality to inform another about the intended transfer of migrants.
The receiving municipality would then need to formally accept the migrants through a resolution, or they would be redirected elsewhere.
Non-compliance with this process would result in a penalty of $1,000 per day for each transferred individual.
This bill arises amidst criticisms about the communication between New York City and upstate municipalities regarding the movement of migrants, an issue that surfaced prominently in May. While the legislation seeks to ensure transparency and mutual consent in the migrant transfer process, its introduction also points to broader concerns about the state’s handling of the migrant influx.
