Newburgh housing emergency challenged by property owners group

NEWBURGH – In order for the City of Newburgh to declare a housing emergency, it must have a vacancy rate of under five percent, something an in-house study recently found. That could then pave the way for rent control.

But, the Hudson Valley Property Owners Association, headed by Rich Lanzarone, presented the city council with its own study that they say found seven errors resulting in a 6.35 percent vacancy rate.

“I presume they are digesting the 19-page report we gave them with exhibits. I don’t know what they will consider, but the facts and the exhibits speak for themselves. So, they will have to make a decision whether they want to abandon the effort because they don’t have their percentage or they may choose to ignore the facts and move forward,” he said.

The majority of those who spoke during a public hearing on the issue where members of tenant activist group For the Many.
