Citing rural staffing issues, People Inc. closing 2 group homes in Western New York

People Inc. is planning to close two group homes – one in Angola and one in Boston – due to staffing challenges the organization is having in rural communities. 

The Amherst-based nonprofit health and human services agency said Tuesday the 12 people currently residing in the two group homes will be “offered other opportunities within the People Inc. footprint using a person-centered approach.” People Inc. operates 143 group homes that serve more than 900 people.

People Inc., which provides programs and support to those with intellectual and developmental disabilities, said it notified affected families in September about the potential closures. 

Despite what the organization described as “exhaustive attempts at staff recruitment and retention,” People Inc. ultimately applied to the state Office for People With Developmental Disabilities for approval to close the two group homes.

“The needs and safety of people we support are always our main focus,” People Inc. President and CEO Anne McCaffrey said in a statement. “We are tirelessly doing all we can to recruit and retain direct support staff. Unfortunately, these particular geographic areas present unique staffing challenges. We will continue to navigate staffing shortages in rural areas in a manner that prioritizes the consistent and reliable delivery of quality services.”

Organizations such as People Inc. have long struggled to recruit and retain direct support staff who can make as little as $15 or $16 an hour despite the critical role they play in providing care. And since about 90% of People Inc.’s revenue is public money funneled through Albany, the organization’s executives are constantly making pitches to state lawmakers for cost-of-living adjustments for human service providers.
