ALBANY – State Police have released the names of the two people involved in a fatal crash on the Thruway in the Town of Cornwall early Thursday.
Killed in the accident was Nidia Nieves, 54, of Ridgewood, New York, who was riding a 2005 Harley Davidson motorcycle northbound, police said Saturday.
A preliminary investigation determined the driver of a 2017 Cherolet Malibu, Kevin Richmond, 41, of Highland Mills, was traveling in the left lane when he collided with the motorcycle while crossing into the right lane. He was an off-duty New York City Police officer.
Nieves was ejected from her motorcycle and suffered fatal injujries.
Because the death involved a police officer, the State Attorney General’s Officer of Special Investigation is looking into the incident.
State law requires the Office of Special Investigation to assess every incident reported to it where a police officer or a peace officer, including a corrections officer, may have caused the death of a person by an act or omission.
Under the law, the officer may be on-duty or off-duty, and the victim may be armed or unarmed.
The victim may or may not be in custody or incarcerated.
If the investigation assessment indicates an officer may have caused the death, the agency proceeded to conduct a full investigation of the incident.
