LIBERTY- Two Town of Liberty residents were arrested on Wednesday, August 16, 2023, after Sullivan County Sheriff’s Deputies were called to a residence on Benton Hollow Road to assist Sullivan County Child Protective Services (CPS). At the scene, deputies found the home occupied by 12 dogs, nine rabbits, a cat, and a guinea pig. There was also a six-year-old child living in the residence.
Police arrested Channell L. Tissierra-Swartz, 41, and Douglas A. Dymond, 52, and charged them with the misdemeanors of endangering the welfare of a minor and animal neglect.
The house in which the animals and people were living had no running water and after an inspection by Town of Liberty Code Enforcement, the structure was condemned and deemed uninhabitable.
A 6 year old child was removed from the residence by CPS and taken into protective custody. The 23 animals were turned over at the scene to the custody of the Catskill Animal Rescue.
Sheriffs Deputies were assisted by the Sullivan County Probation Department who is conducting a separate investigation at the location. Both Tissierra-Swartz and Dymond were released on appearance tickets pending a future court date.
